March 8 is a moment of reflection on the role of women in building a safer and more resilient future. In Moldova and Ukraine, security is no longer just a matter of territorial defense—it increasingly depends on energy stability, digital resilience, and technological innovation. In these strategic sectors, women are taking the lead, contributing with solutions that strengthen national security and promote sustainable development.

The Italian Agency for Development Cooperation supports energy resilience and digital transformation in Moldova through two key initiatives implemented by UNDP. These projects aim to reduce energy poverty and modernize the sector, with tangible impacts: the Energy Vulnerability Reduction Fund (EVRF) has already supported 800,000 households, helping the most vulnerable cope with rising energy costs. By the end of these initiatives, approximately 60,000 smart meters will be installed—an important step toward aligning with European standards and strengthening the country’s energy security.

We spoke with Cristina Pereteatcu, State Secretary at the Ministry of Energy of Moldova, to explore the critical role of women in energy security and digital resilience.

Why is it important to have more women in leadership positions in energy and security?

Increasing female leadership is a long-overdue and necessary change. Moldova, given its strategic position in Eastern Europe, faces complex challenges in the energy and digital sectors. Having women in decision-making roles brings new perspectives in managing vulnerabilities and threats, leading to more effective and inclusive solutions. However, barriers remain: women still face difficulties in accessing mentorship and funding, while social norms continue to place a disproportionate burden of family responsibilities on them. Moldova is working to break down these obstacles by encouraging young women to pursue STEM careers and creating concrete opportunities. Greater visibility for women professionals is essential, as leadership opportunities in cybersecurity, digitalization, and energy security are expanding.

How does Moldova’s security integrate energy and digital resilience, and what role do women play?

Moldova has expanded its Women, Peace, and Security (WPS) agenda by incorporating energy and digital security as strategic pillars. The country faces critical geopolitical vulnerabilities—from energy dependence on Russia to cyber threats—and has recognized the need for a gender perspective in security governance. In the face of hybrid threats, ranging from physical security challenges (such as the situation in Transnistria) to cyberattacks and energy coercion, diversity in decision-making processes has proven to be a strength. Moldova has a female President and an increasing number of women in leadership positions, demonstrating that inclusion leads to more effective crisis responses.

Women are leading local initiatives in cybersecurity and energy resilience, strengthening the country’s democratic institutions. Recently, Moldova established its first “Women in Energy” organization—a network of professionals supporting female participation in the sector. Additionally, training programs and projects are being developed to engage young women in strategic fields such as artificial intelligence, cybersecurity, and critical infrastructure protection.

How is the collaboration between Moldova and Italy fostering innovation in the energy sector?

As State Secretary, I had the opportunity to lead Moldova’s first major energy sector digitalization project, supported by Italy. This initiative has strengthened energy infrastructure and created new opportunities for women—from professionals in the distribution network to energy suppliers and implementation partners.

Consumers themselves will play an active role: they will be among the first to experience differentiated electricity rates, enabling more efficient management of consumption and costs. Digitalization is not just about technological progress—it is also an opportunity to rethink the entire sector with a more equitable and sustainable approach.

What message would you like to share with women aspiring to leadership roles in energy and security?

To women looking to enter these fields, I say: believe in your abilities and don’t be afraid to take risks. The world is changing, and technological and strategic skills are increasingly in demand, regardless of gender. Be curious, open to change, and eager to learn. Leadership is not just a position—it is a mindset and a way of acting. It takes courage to challenge conventions and resilience to build your future, even in the face of difficulties.
