Kyiv, April 10, 2025 – The Italian Government has disbursed the first tranche of the €100 million allocated for the restoration of energy infrastructure in Ukraine, as part of a joint initiative with the European Bank for Reconstruction and Development (EBRD), amounting to a total of €200 million. This initiative represents a tangible step towards strengthening the resilience of Ukraine’s energy system and ensuring the continuity of essential services for communities affected by the war.

Since the beginning of the Russian aggression in February 2022, Ukraine’s energy infrastructure has been the target of systematic attacks, causing severe damage and widespread blackouts, depriving millions of people of electricity and disrupting the delivery of crucial healthcare, education, and social services during the most critical times.

The Italian funds will be allocated to the state-owned company PJSC Ukrhydroenergo, enabling the implementation of strategic interventions to enhance operational efficiency and increase the energy system’s response capacity. The aim is to ensure reliable and continuous energy supply, particularly in the most affected areas.

In parallel, Italy has already contributed an additional €10 million to the EBRD’s Ukraine Crisis Response Special Fund, supporting urgent interventions and promoting the country’s economic and social recovery.

This commitment is part of a broader Italian strategy to support Ukraine’s energy security and reconstruction, involving a total contribution of €125 million. The initiatives are implemented in close cooperation with local institutions and international partners, with the goal of promoting a sustainable, inclusive, and long-lasting recovery.

The Italian Agency for Development Cooperation in Kyiv has supported the Directorate General for Development Cooperation and the Italian Embassy during the preparation and coordination phases of the initiative, actively contributing to the successful outcome of the project.
